     Neutral Special cooldown animation now plays when trying to deploy a chair without chair resource.

     When attempting to deploy a chair with no chair resource, Neutral Special now uses its cooldown animation.

     Down Special cooldown animation now plays when trying to deploy a chair without chair resource.

     When attempting to deploy a chair with no chair resource, Down Special now uses its cooldown animation.

     Neutral Special now triggers cooldown visuals when chair resource is unavailable, aligning with Down Special behavior.

     Now matchesup with cooldown behavior when chair resource is missing.
